Town Centre CCTV

Camborne Town Council owns a Town Centre Public Realm CCTV provision of 9 cameras across Camborne Town Centre.

The purpose of the town centre CCTV is to create a safer environment for the whole community. In addition to deterring and detecting crime, the CCTV provision also helps monitor and support vulnerable or ill individuals in need of assistance.

Our cameras are monitored from a control room based in Redruth, hosted by Redruth Town Council (data processor). Our cameras are maintained by Enerveo. We work closely with our CCTV delivery partners to ensure the privacy of individuals is not compromised. We do this in a number of ways including:

  • strict controls on access to CCTV recordings and the monitoring suite
  • the locations and coverage of the cameras

All monitoring personnel are Security Industry Authority trained. They operate according to the Surveillance Camera Commissioner’s Code of Practice and our own operation regulations. You can find links or copies of these documents below.

We work closely with Devon and Cornwall Police and other enforcement agencies. These agencies use our CCTV network to reduce crime and anti-social behaviour in our community.

The scheme is funded entirely by the Camborne Parish council tax and any supporting grants we may receive from bodies such as the Office of Police & Crime Commissioner.

Through the use of CCTV, we aim to deter anti-social behaviour and prevent crime.

The 360 degree/night vision cameras provide high quality digital images that we can use to support police prosecutions.  A link is also established to the Emergency Management Centre at County Hall in Truro. This allows Cornwall Council to access the images in emergency situations such as flooding and major fires.

Personnel from the monitoring control centre have direct links to the Police, ASB Caseworker, Street Marshals or Ambulance Service.

A special stakeholder group has been set up to oversee and manage the scheme. The group is comprised of members of the Redruth Town Council lead CCTV group who are: Camborne Town Council, Redruth Town Council, Truro City Council and Perranzabuloe Parish Council.

Camborne Town Council is also an active member of the Safer Towns Camborne & Redruth group.

The CCTV system is used for the following purposes:

  • To help identify, and summon help for, vulnerable people, including those in need of medical assistance
  • To work in partnership with the police to improve community safety
  • To reduce the fear of crime, which includes assisting the police in the prevention and/or detection of crime
  • To enable the identification, apprehension and prosecution of people carrying out crime, disorder and other criminal matters.
  • To assist emergency service controllers to allocate an appropriate response to incidents
  • To assist the local authority with enforcement information and action under its licensing powers.

The CCTV system and monitoring team operate on guidance from and fully comply with:

  • The Human Rights Act 1998
  • The Protection of Freedoms Act 2012
  • The Freedom of Information Act 2000
  • The Data Protection Act and General Data Protection Regulation 2018
  • The Regulation of Investigatory Powers Act 2000
  • The Private Security Industry Act 2001

The CCTV provision and it’s governance will be audited on an annual basis, or as and when required.
