Community Safety
Introduction
Camborne Town Council has always played and active role in the discussion about Community Safety in Camborne.
In 2023, Camborne Town Council first delivered is Parish-wide Annual Resident’s Survey. Respondents made it very clear to the Council that priority needed to be given to the issue in addressing Community Safety, with that, the Council became a more active partner in the delivery of incentives to address issues with Crime and Anti-Social Behaviour in the area.
Camborne is now considered a real ‘success story’ in multi-agency partnership working to tackle some of the issues felt locally.
Safer Towns
Camborne Town Council is an active member of Safer Camborne and Redruth. This is a multi-agency group that uses evidence and analytics gathered by Cornwall Council and partners such as Devon and Cornwall Police to inform strategies to address crime and anti-social behaviour in the area.
The key priorities for Camborne & Redruth are:
- Antisocial behaviour – Camborne & Redruth town centres
- Drug-related crime
- Provision for young people
- Domestic abuse and sexual violence
- Alcohol & drug-related harm reduction & recovery
- Community engagement & resilience
In recent years, Camborne has been a fortunate recipient of funding to help address issues related to Crime and Anti-Social Behaviour.
- 2023-2025: ‘Safer Streets 5’ Funding– Camborne and Redruth received £345,000 from the Government’s Safer Street Fund which helped fund CCTV improvements, street lighting improvements, an ASB Caseworker, Street Marshals for Camborne and support for Young People. Additionally training programmes were offered to help upskill workers in the area.
- 2025: CCTV Improvement Scheme – Camborne received £10,000 from the Office of Police and Crime Commissioner to help improve the CCTV infrastructure in the Town Centre.
- 2026: ”Hot Spots Funding‘ – Camborne continues to benefit from a £1 million Home Office funded project that improves the visibility of Police and Street Marshal Patrols. Further funding from the Office of Police and Crime Commissioner as been offered to support the Street Marshal element of this scheme.
- 2026: ‘ASB Caseworker’ – Camborne Town Council, Cornwall Council and the Office of Police and Crime Commissioner have agreed to fund a dedicated ABS Caseworker for Camborne to tackle persistent ASB in the area. This funding is secure until April 2027.
The schemes described below have been managed by, co-funded by or delivered in partnership by Camborne Town Council.
CCTV
Camborne Town Council has managed the CCTV scheme for Camborne Town Centre for some time. Until 2025, this was delivered in partnership with Cornwall Council. It is now delivered in partnership with Redruth Town Council who operates the monitoring of the scheme from a specialised hub in Redruth.
Camborne Town Council funds CCTV infrastructure, maintenance and monitoring from it’s revenue budget. CCTV is therefore directly funded by the precept unless grants become available. Camborne has successfully bid for funding to improve CCTV infrastructure between 2023-2026.

ASB Caseworker
Kay Smith is Camborne’s dedicated Anti-Social Behaviour (ASB) Caseworker. This role has been part-funded by Camborne Town Council since 2025, to assure a single-town focus for the scheme which had previously covered multiple towns and a large geographic area.
The Caseworker is an employee of Cornwall Council who works closely with Devon and Cornwall Police Neighbourhood Team and other support agencies to ensure vulnerable individuals are appropriately sign posted to services for housing, addiction, mental health etc. while cracking down on disruptive behaviour.
As part of her role, Kay Smith has ringfenced hours to conduct high visibility foot patrols in the area. Kay can issue community protection warnings, notices and acceptable behaviour contracts. She can enforce Public Space Protection Orders (PSPOs) in the town centre, such as those that address street drinking. She has successfully secured partial and full property closures via the magistrates court to stop persistent ASB and she helps obtain Criminal Behaviour Orders (CBOs) against prolific offenders.

Kay run’s regular ‘drop-ins’ which are advertised via the Camborne Town Council social media pages or via the link below. These are sometimes held in Camborne Library.

Street Marshalls
Camborne Town Council successfully delivered ‘Covid Marshal Schemes’ after the Covid-19 pandemic, which helped demonstrate the benefit of having visible foot patrols in the Town Centre, to address crime and ASB and improve the perception of safety within the town.
As part of the Safer Streets Funding 2023-2025, Camborne Town Council successfully bid for funding to continue a ‘Street Marshal’ Scheme for Camborne, and since then further funding and incentives have come to support a Street Marshal presence for the Town including support from the OPCC.
Camborne Town Council manages the Street Marshal Scheme and delivers it in partnership with a SIA & CSAS (Community Safety Accreditation Scheme) accredited security firm. Camborne Town Council primarily funds the scheme through grants, but has part-funded the scheme for short periods over the years to bridge short gaps in grant funding.
Street Marshals are responsible for:
- Patrolling Hotspots- They monitor key locations such as Commercial Square, local parks, the Churchyard, carparks and the public toilets on flexible shifts.
- Engaging and Guiding the Community – They assist the public, offer a reassuring presence and connect vulnerable people with support.
- Working with Businesses- The visit business owners to address and record ASB issues.
- Sharing intelligence and gathering information for Devon and Cornwall Police.
